Ulrich Boes graduated in Electrical
Engineering and Cybernetics from the University of Stuttgart,
Germany, in 1979. Following a research work in the area
of multidimensional signal and image processing, Mr. Boes
continued his career in private industry, working on the
design and development of image processing, pattern recognition
and OCR systems, as development engineer, system analyst
and project manager.
In 1989, he joined the European Commission, and has worked
in today's Information Society Directorate General as Project
and Programme Officer within the R&D programmes. He
was in charge of various technical areas; in particular,
he was focal point for geographic information systems.
In 2000, he founded the Bulgarian company URSIT Ltd., which
he manages today and which explores business opportunities
related to Information Technology to create partnerships
between Eastern and Western Europe. URSIT is active in the
sectors electronic commerce, GIS, and environment, participating
in national and international projects. Mr. Boes participates
in several GIS projects funded by the European Commission
and works actively towards the establishment of spatial
data infrastructures in Southeast Europe.
At the Constituent Assembly of AGISEE, Mr. Ulrich Boes has
been elected President of the Association.
